El concepto de Estado
¿entendemos lo mismo?
Resumen
Como otros conceptos centrales de las ciencias sociales, el concepto de Estado continúa siendo en gran parte intuitivo. La existencia de diversos paradigmas contribuye a diferentes significados del término. Por esta razón, este artículo presenta primero el menú de opciones teóricas que conceptualizan el Estado. Posteriormente, desarrolla y fundamenta un enfoque que tiene raíces en algunos de los conceptos fundamentales que se analizarán, y que se basa en mi interés por una alternativa de conceptualización que sea útil para el entendimiento de las políticas públicas como productos del Estado. Finalmente, introduce algunas nociones sobre las funciones estatales, y los objetivos y fines del Estado tal como se expresan a través de las políticas públicas.
Abstract
Like other central concepts in the social sciences, the concept of the State remains largely intuitive. The existence of various paradigms contributes to different meanings of the term. For this reason, firstly, this paper presents the menu of theoretical options that conceptualize the State. Subsequently, it develops and bases an approach that has roots in some of the fundamental concepts that I will analyze and that is based on my interest in an alternative conceptualization that is useful for understanding public policies as products of the State. Finally, it introduces some notions about state functions and the goals and purposes of the State as expressed through public policies.
