Datos abiertos como política pública dentro del Gobierno abierto

Resumen

Los datos abiertos (DA) u open data se han convertido en un tema de gran relevancia dentro de las administraciones públicas, principalmente cuando se habla de innovación y modernización del sector público. La puesta en marcha de
políticas públicas que impulsan el acceso libre a datos está transformando en gran medida los servicios que ofrecen las administraciones y genera un valor público sin precedentes. Este fenómeno se engloba en la idea de Gobierno abierto (GA), asumida como un nuevo modelo de gestión pública. En este sentido, la investigación en que se basa este artículo
presenta hallazgos de un estudio sobre la percepción e implementación de los DA desde un enfoque de GA en los gobiernos locales españoles. El objetivo es aproximarse a la percepción de los gestores públicos y analizar dos cuestiones fundamentales: la implantación y el éxito de los DA. En este sentido, se presentan resultados estadísticos descriptivos, lo que permite visualizar y establecer conclusiones sobre el desarrollo que guarda la política de DA en los gobiernos locales españoles. 

Abstract
Open Data (OD) is a topic of high relevance in public administrations, especially when it comes to innovation and modernization of the public sector. The implementation of public policies that promote free access to data are transforming the services offered by governments, as well as generating unprecedented public value. This phenomenon is occurring mainly under the idea of Open Government (OG), an idea that is being assumed as a new model of public management. In this sense, this research presents findings of a study on the perception and implementation of OD from a OG approach in local governments of Spain. The objective of this research is to know the perception of public managers and analyze two fundamental issues: the implementation and success of the OD. In this
sense, results are presented as descriptive statistics, which allows visualizing and drawing conclusions about the development of the public policy of OD in Spanish local governments.
